I had a toilet seat that tended to slide sideways an inch or so, even though the original screws were tight. After removing the old screws with pliers on the bottom and a flat blade screwdriver on top, I pushed these new ones in from the top, removed the screws and washers, and tightened them on the seat hinges with a Phillips screwdriver. No need for pliers on the bottom. The rubber expanded tight in the holes, and now the toilet seat does not slip to the side. These come with plastic washers to help center them on the holes, but they did not fit my toilet, and were not needed.
